The Town Hall Meeting is a quarterly forum open for Solders, Civilians and Families who live, work, serve, train and play at Humphreys Garrison. The USAG-Humphreys Commander and directorate chiefs are ready to listen to your concerns and address any questions about the installation. Everyone is encouraged to attend and voice their opinions to the Commander and his staff.

1. ISSUE: Why does it take so long to remove abandon vehicles from housing garage? I contacted Mr. Kim at housing the first week in May and was told vehicles were identified and would be removed by 4 April. The vehicles (7) are still there. This causes a problem with spaces.
RESPONSE: There are procedures to dispose of abandon vehicles. Currently DES knows of 4 abandon vehicles and will look into see if there are more. First we try to locate the owner, and then tag the vehicle. After tagging the vehicle we must wait a period of time, and then we can remove the vehicle. Please let DES know if you are aware of any abandon vehicles.
Follow-up RESPONSE from audience member: The vehicles have been labeled but they are still there. Also, individuals who do not live in housing are parking there.
RESPONSE from DES: I will get with housing tomorrow and make sure they have the correct number of vehicles identified.

2. ISSUE: When will shuttles begin running to the new housing?
RESPONSE: Shuttle buses will not run to the new housing area because it is prohibited by law and regulation.

3. ISSUE: Can cleaning supplies be provided and stored in the housing area?
RESPONSE: Housing is working to get the contract modified to clean the housing area. Currently DPW does not have funds to buy cleaning supplies but may try to obtain funds if the contract cannot be modified. We will look into an area to store the cleaning supplies. We ask that residents help in keeping the housing area clean.

4. ISSUE: Will lawn services be cut due to funding?
RESPONSE: Ground maintenance is always one of the first things that get looked at for cuts because it is such a large contract. Anything is possible – cuts are possible. If ground maintenance were to be cut, units would need to take the additional responsibility for their areas. Currently, it looks like we are OK with the grass cutting contract for the rest of the year.

5. ISSUE: Is there a plan to repave the entrance of the new barracks? They keep filling it with rocks and pot holes keep coming back.
RESPONSE: Yes. We have notified the Army Corps of Engineers that the roads need to be repaved. Some of the service roads may also be a problem. We have asked the Army Corps of Engineers not to allow any brick roads in the future. We will probably be filling pot holes for a while – by the next Town Hall meeting we may have some firm fix dates.

6. ISSUE: The new barracks do not have a day room or community area. Is there a plan to build/provide a facility on that side of the installation?
RESPONSE: All facilities follow the Army standards. Dayrooms were not being used and will not come back. Community Activity Centers (CACs) and Warrior Zones will be the future meeting places. Two new CACs are scheduled to be built on the new land. They will have Wi-Fi, meeting rooms, and things to do.

7. ISSUE: The policy determining bedroom allotment is not correct. A family of five, boy, girl, boy gets a three bedroom because the oldest is not 10. When the youngest is a baby who is suppose to room with whom? Two school aged children should not room with a child who does not sleep through the night. But the older boy and girl should not have to room together either. Why some people are allowed bigger houses than what the policy states and why others are not able to get bigger house? Example: a family of four living in a four bedroom and a family of five living in a three bedroom.
RESPONSE: Army Regulation 420-1 determines the housing policy and cannot be changed. Also, housing must maintain a 95% occupancy rate, so when all three bedrooms are filled they will provide a four bedroom to someone only authorized a three bedroom so they meet the 95% occupancy rate. Getting a four bedroom when only authorized a three bedroom is based on timing and the need to maintain a 95% occupancy rate. Currently, we have an excess of five bedroom apartments so we may have to “over house” some individuals.

8. ISSUE: A number of us have experienced hit-and-run accidents on post. My car has been hit twice. Is there a way to address this for the community?
RESPONSE: Please report all hit-and-runs accidents to the Military Police. You can go the Claims Office located in the Legal Center, building 734, and initiate a claim if you are involved in a hit-and-run incident.

9. ISSUE: When the Car Care Center closes in June 2013, where will newcomers get POV safety inspections for USFK POV registration?
RESPONSE: The Auto Crafts Center will be relocated to a building near the Super Gym. There may be a week delay, but they should be up and running and able to do vehicle inspections soon after the move.

10. ISSUE: Is there considerations being taken at run routes during the 5K fun runs? It seems Soldiers get stuck when runs are being conducted from the MP Hill gym.
RESPONSE: DES and FMWR is working together to come up with a plan to make things work. We are trying to find the best of a few bad choices.

Army Health Clinic
11. ISSUE: What changes have been made in policy and procedures for emergency transfers from TMC or 911 calls to Dankook since last Town Hall meeting after concerns were expressed?
RESPONSE: The bottom line is training with our staff. In this case we were short of personnel and only had a driver. Since then we conducted training and now we will have a medic in the ambulance to be in the back with the patient.
Follow-up RESPONSE from audience member: I was taken to the wrong hospital and when I arrived at Dankook they would not see me right away because no one had called them. Second question: When I called 911 they did not know where the Super Hanger was and wanted a building number.
RESPONSE from Major Davidson: We train our staff that it has to be a building number. A true 911 call must go to the nearest hospital which is Good Morning hospital. This is in our Standard Operating Procedures. Once you get to Good Morning they may stabilize you and send you to Dankook.
RESPONSE from DES: When you call 911 it’s automatically routed to three stations. One individual screens the call to determine the type of emergency.

12. ISSUE: There are no outside workout areas such as pull-up bars etc. near the new barracks. Is there a plan to install an outside workout area?
RESPONSE: MP Hill is the closest area for pull-up bars. Currently we do not have any plans to install workout equipment.

13. ISSUE: Why are the planned school hours for younger children earlier than for high school? We parents with high school children rely on them to watch younger children after school. Due to this change childcare from CYS will be more in demand.
RESPONSE: The school hours are driven by the availability of busses. We cannot put elementary and high school children on the same bus. Research indicates that high school children learn better later in the morning. All other schools in Korea follow this type of schedule.

14. ISSUE: Is there a plan for running tracks in the future?
RESPONSE: Yes, many new running tracks will be built on the new land.
